With the arrival of small profit era, the container shipping company has to seek survival and development. Extending their service to inland to create a blue ocean market, expanding marketing network coverage from the coastal areas along the river to the inland city, in order to promote the proportion of direct customer, and thus control the market initially. Business development is bound to bring the cost increase, however, the cost control shall not be bypass the problem for steady and safe operations under the current situation of the company. The cost increase of equipment control is the most direct source of cost for inland extend business, therefore, effective control is the most direct way to save cost for inland container management. However, considering of current situation, inland equipment control also remain relatively passive, and stay insufficient control on balance of import and export. This paper aims, through the research on forecast and active control, to make the inventory tend to be more reasonable.Under such background, this paper makes an analysis the situation on inland extension business and multimodal transport, on classification and management positioning of inland market, as well as on the equipment control of inland container. Pointing out the inland box maintaining balance between IM&EX is an effective way to decrease the cost, also is a requirement for developing inland extend business. In order to reach the reasonable deposit, there are three problems need to be handled, i.e. the forecast the trend of inland business, the control of the inland container source, and the synergy efficiency of relative departments.In terms of inland extension business and multimodal transport, through the SWOT matrix, this paper generalizes the external business environment and internal management conditions, as well as the necessity and complexity of multimodal transport in contrast, come to a conclusion that strengthening internal management is the key point to overcome the weaknesses and avoid threat, therefore could help effectively reduce the cost. Considering unbalanced economic development and wide range of variety cargo in the vast inland market, segmenting the inland market could help form a proper management solutions, make the equipment control become more operational, this article uses GE matrix method, by comparison and sorting the inland market rate and cost, analyzes the strategy for equipment control at inland, point out that the present target of equipment control is the intermediate market. In view of obvious seasonal characteristics of inland, and there are existing limitations of space and time for allocate and transport, this paper takes KUNMING's history data for example, using the season multivariate regression model and time series decomposition model, forecasting the seasonal sequence storage volume, by the comparison of two kinds of prediction effect, found that the time series decomposition model is better for its predicted value of history closer to the actual observation values, so using this method, respectively, for the future volume forecast of import and export, by comparing the volume of them, conclude the box quantities demand of next season, determine the quantitative basis for inland equipment control. In terms of container sources, through the integration and promotion by multimodal transport synergy platform, makes the cooperative efficiency be further enhanced among the related units in company, helps to form efficient system for inland equipment control, create conditions for decrease the cost of equipment control. By cite the case that through the cycle model of client to client to develop round-trip loaded business. From the perspective of incentives, analyze the optimized plan for subsidiaries assessment, to create conditions for container supply by import loaded box. In addition, from the perspective of avoid cost of empty container transportation, this paper puts forward the concept of “Bulk to Container” as a necessary complement, to promote the balance for container flow among inlands, and thus optimize the related process in the spirit of improve management and avoid risk. In the other hand, in peak seasons of import, to prevent unreasonable deposit, this paper introduce DIB surcharge to control the container import to inland.
