With the development of natural gas storage and transportation technology, the pressure of long-distance natural gas pipeline is higher and higher, the storage volume of gas station is bigger and bigger, which is associated with the pressure of gas emptied by the torch higher and higher, the thermal radiation caused by burning is more and more, and the environment natural gas pipeline located in is becoming more and more complex, thus risk of the heat emission is growing, especially in the mountains where there are lots of grass and trees, the fire accident is easy to happen, these accidents were happened in west-east gas transmission pipeline.In this paper, on the basis of analyzing emission fault tree and event tree, the thermal radiation in the atmosphere became research focus. Heat transfering and thermal radiation generated theory, the analysis of safe thermal radiation heat flux, jet flame geometry model, and calculation methods of thermal radiation' safe distance were used to study the factors influencing the distribution of thermal radiation; Physical models were built by considering obstacles influence, then PHAST and FLUENT were used to stimulate thermal radiation in different situations:moutains, plains, oceanside; Flare operation in the plain and flare operation in the mountain of west-east gas pipeline second-line as examples, PHAST and FLUENT were used to stimulate thermal radiation of these two examples, the risk control measures are put forward on the basis of the above research results,.The numerical simulation results and the actual situation of thermal radiation were similar, and the risk control measures were put forward on the basis of stimulating thermal radiation in moutains, plains, oceanside, which fills the blank on the emission research of different areas, provides a scientific basis for the improvement of the design standards, is of great significance of improving intrinsical safety of stations and reducing the probability of accident and property loss.
