Since the central working conference of urbanization has held in 2013. The sponge city construction was carried out in some cities for demonstration. Because the current system of sponge city was not mature, so that it was difficult to realize target of regional low impact development control. This paper examined target design and decomposition mechanism of regional cities low impact development control, and improved to the construction method of the low impact development control, using "sponge city construction technology guide for low impact development of rainwater system(Trial)" and planning management methods. Taking Binjiang district in Jiangmen as the example, the total annual runoff control rate of Bingjiang district has researched. By stepwise decomposition of catchment area-control module-land category-construction project and after comprehensive verification, this paper reaches the requirements of construction project low-impact development(the ratio of low-impact area of all kinds of land), which will provide help for the construction of sponge city in Jiangmen, and offer a reference for other cities.
