Since the foreign medical service is allowed to access in China market in the late 1980 s, China’s medical market has been open for nearly 30 years. Due to the nature of public welfare of medical institutions and the particularity of the medical industry, Chinese government holds a cautious attitude to the access of foreign medical institutions. With the new policy-oriented health care reform in full swing, the encouragement of social capital to establish medical facilities and the policy in terms of the strive to create a diversified medical pattern provide new opportunities for the access and development of foreign medical organizations. The entry of foreign medical organizations can ease the shortage of medical resources, bring the quality health care services, advanced medical technology and equipment and high level of human resources, trigger healthy competition and optimize the current medical pattern. It is an essential issue that how to overcome the obstacles of access and maintenance of foreign medical organizations and fully exert the "catfish effect".This report is divided into four parts: the first part is the general discussion of foreign medical institutions access regulations and related concepts, and the brief introduction of the current situation and development of foreign medical institutions access regulations in China. In the second part, take some foreign medical institutions which are already operating in China as examples, introduce the current situation and reveal the shortage in terms of current foreign medical institutions access regulations by analyzing the specific difficulties encountered in the entry and operations. In the third part, analyze several foreign medical institutions access regulations in developed countries and summarizes the characteristics of the medical institutions and the market access regulations for our country for reference. The Fourth part is the recommendations of the further improvement of foreign medical institutions access regulations in terms of the second part.
