Along with the in-depth development of the cause of reform, the reform of the medical enterprise becomes the focus of hot spots. Health care reform is related to the vital interests of the broad masses of the people’s, and everyone is dependent on the public health service. While our country’s health care reform progress is slow, it can not well adapt to the current market economy system, and comes out many questions. Such as high drug prices, medical service quality, low efficiency, poor doctor-patient disputes frequent accidents, appoint earth up unripe work treatment disputes, and many other social problems to be solved.In 2006, our country firstly put forward classification implementation institution reform. In 2010, there are 16 cities across the country for the pilot reform of public hospitals. In 2011, the state council issued guidance institution classification reform, and then the national municipal public hospital explored the pilot reform and tried to carry out it. After several years of reform, the result of the municipal public hospital corporate governance reform pilot is unknown. It hasn’t formed relatively perfect municipal pilot reform of public hospital corporate governance performance evaluation system. So it is very importance for the effectiveness evaluation of the municipal public hospital corporate governance reform pilot research.By reading literature and based on the perspective of third-party evaluator, it has established the evaluation index system of productive about trial reform of public hospital corporate governance. And it covers three dimension including “hospital, government and patients”, a total of 11 productive factors evaluation index. At the same time, considering reform in other ways, other dimension factors are taken as complement of the hospital reform pilot results evaluation. This research takes Kai Feng hospital as an example to study the reform pilot unit. Firstly, this paper collects evaluation data through questionnaire and interview methods. Then by using the method of analytic hierarchy process(AHP) and fuzzy comprehensive evaluation method to analyze the data processing. Finally it can get the results of Kai Feng traditional corporate governance of the pilot reform effect evaluation. The innovation of this study lies in that it stands in the perspective of third-party evaluators, and establishes a hospital, government and patient as the main body of the municipal pilot reform of public hospital corporating government evaluation index system of productive. At the same time, it takes Kaifeng Hospital of traditional Chinese Medicine as an example on performance evaluation of corporate governance structure reform pilot unit. Finally it gives the conclusion and policy recommendations of this study and research limitations and prospect.This study provides some experience and suggestions on the reform of the pilot work. Experience:(1) leaders attach importance to and actively implement the pilot work of corporate governance reform;(2) government departments participate in corporate governance reform and provide guidance and support;(3) Cooperation between college and hospital, experts guide reform pilot work. Suggestions:(1) Perfect the supporting policies and systems of the pilot work of the corporate governance reform in public hospitals;(2)perfect corporate governance model of the Council;(3) Reduce the regulatory burden of government departments on the work of the Corporate Governance Council of public hospitals;(4) To maintain the coordination between corporate governance reform and reforms in other areas of the medical profession.
