At present,the economic development of China has made remarkable achievements.The reform and opening up in various fields continue to deepen.The State Council in 2009 put forward the decision to deepen the reform of the medical and health system in the field of medical hygiene,including improving the basic medical and health accessibility and medical service level,the further development of the medical security system,the great growing of the medical and health expenditure scale.The guiding role of government in the development of medical and health services becomes more and more obvious.In order to make a further development in the medical and health services,there is increasing investment in the field of health care.For example,the medical and health expenditure is growing rapidly,while the proportion of financial expenditure accounting for GDP is falling in Yunnan Province.That is not only fully promoting the development of medical and health services but also greatly reducing urban and rural residents of the medical burden in the province.However,there are many problems in the field of health care from the allocation of resources to the management system.In order to improve the efficiency of medical resources allocation,reflect the fairness of public health services,and fully meet the medical and health service needs of urban and rural residents,this paper carries out the medical treatment of Yunnan Province.Based on the medical and health data of each city in Yunnan Province from 2008 to 2015,the analysis of efficiency is data envelopment analysis(DEA).It is found that the efficiency of medical and health expenditure in Yunnan Province is large and the fluctuation of time is also bigger.The results show that the medical and heal of Yunnan Province expenditure has increased year by year in terms of absolute scale,but the share of fiscal expenditure and GDP is declining;Researching on the fairness performance by the method of Weill index found that the fairness of the allocation of medical and health resources than medical and health expenditure is fair,while the fairness of medical and health expenditure presents a geographical difference.On the basis of the empirical analysis results and the actual situation of Yunnan Province,this paper suggests that the government can improve the performance of medical and health expenditure in Yunnan from the following three aspects: Firstly,to enhance the scale of performance: to define the government in the field of health care responsibilities,increase financial support;Reasonable planning of medical and health expenditure items,to ensure the adequacy of funds;Scientific construction of medical and health expenditure structure,to enhance the scale of fiscal expenditure efficiency;Secondly,to improve efficiency performance:Scientific construction of medical and health expenditure structure,to enhance the scale of fiscal expenditure efficiency;Pay attention to performance appraisal,increase the government's attention to medical and health expenditure;Improve the information construction and the efficiency of medical services;Strengthen the supervision,strengthen the neighborhood of the three-dimensional assessment of health care;Thirdly,Promote fairness performance: Perfecting the Financial Transfer Payment System based on the Three-dimensional Assessment and balance the regional disparity of the financial expenditure of health care;Expand the medical and health personnel,narrow the medical and health resources of the regional differences;Improve the basic health care infrastructure construction,expand the carrying capacity of medical and health;Strengthen the awareness of equalization of primary health care,open the channels of the public appeal interests.
