Research On Key Issues Of Scientific And Technological Innovation Management In The Field Of Medicine And Health Under The National Science And Technology Innovation Policy Environment

PurposeTechnological innovation in hygiene and health field is an important part of innova-tive country.In this paper we discuss the main points of policies and management in this field under framework of the national scientific and technological innovation policies at present.Material and MethodWe collected,analyzed the related references in Chinese and English on basis of na-tional policies and regulations.Comparative studies,seminars,Interpretation of key doc-uments,were also used in this study.We focus on two aspects:exploring the potential practical measures to implement the recent national policies and spirits of improving in-novations;exploring the management status and trend of big data in healthcare,the fron-tier of medicine.ResultWe established a 135 references databases,which were sum up with 92 polices and 43 academic items.109 items of these references were in Chinese.26 items were in Eng-lish and most focus on big data in healthcare.We completed interpretation of 6 important police documents.In addition,31 experts,including policy makers,department manag-ers of some institutes,and scientific experts and researchers and so on,took part in dis-cussions through three seminars we held.Finally,we refine and summarized problems and suggestions beneficial for the two important aspects we chose in this study.ConclusionUnder the existing national framework of scientific and technological innovation policies,the implemental obstacle of funding financial management is that no practical guidelines can be followed by the department of institutes.The health and science au-thorities,and other related superior departments should formulate special regulations and practical guidelines of the national polices.Control and management system of big data in healthcare,including laws and regulations,is deficient in China.The experiences of Europe and the United States could be useful to certain extent.
