Research On The Prevention And Control Capacity Building Of Infectious Diseases In The Disease Control Department In The Border Areas

China has achieved success in controlling SARS since 2003,our nation has made a significant deployment in disease prevention and control system construction,and made every effort to have an development in recent 14 years.Xishuangbanna Dai Autonomous Prefecture(hereinafter referred to as Xishuangbanna)disease prevention and control institution construction has a great improvement,Infectious disease prevention and control efforts could deliver results step by step,and the hardware construction emergency capability has been strengthened and improved the quality of personnel.However we should clearly realize that the state of Xishuangbanna infectious disease prevention and control is still grim due to complicated factors which include social economic weakness,the culture,the climate,and geographic position.The increasing incidence of our neighboring countries and regions have weak basis with infectious disease prevention and control and lack natural barrier as well.In this article,the status and Countermeasures of infectious disease prevention and control in Xishuangbanna prefecture were discussed to provide reference for the prevention and control of infectious diseases in the disease control departments in the border areas.This subject is selected by adopting the methods of literature analysis and field interview.Firstly,the application of literature analysis method summarizes the relevant concepts and basic theories,which was summarized the related concepts of infectious diseases,infectious disease prevention and control development,and disease control departments in the border areas.With the theoretical foundation,it was briefly summarized the concept of new public management,government governance theory,polycentric governance theory and government service theory.From the above analysis,these are the theoretical basis of this article.It was similarly expounded that the role definition of disease control department from the perspective of new public management in the following chapter.Secondly,to learn the practice with institutional capacity construction of prevention and control of infectious diseases and control of disease construction at home and abroad,which mainly introduced the United States CDC infectious disease prevention and control ability and experience in the construction of Shanghai disease prevention and control departments practice ability construction,it provides the reference for the border area of disease prevention and control part of the ability of prevention and control of infectious diseases and the construction.Thirdly,we might have a comprehensive understanding and investigate the current situation of disease prevention and control capacity construction in Xishuangbanna CDC by the method of ON-THE-SPOT.The research provides an overview of the status quo for disease prevention and control ability construction in Xishuangbanna Prefecture,introduced the background and situation of Xishuangbanna CDC.In the case of disease control and prevention in Xishuangbanna CDC,it surveyed the aspects such as manpower,the equipment the deployment,the system,the process for work,capital investment and the rules.At the same time,the achievements of disease control and prevention in Xishuangbanna CDC were introduced.Therefore,there existed the following construction problems in our infectious disease prevention and control ability of Xishuangbanna CDC.1,the lack of recognition of capacity building for the institution.2,the disease control institution lacks of funds.3,the disease control agency construction management ability has not been streamlined.4,relevant policies and regulations have many leaks.Furthermore it analyzed the reasons from above four aspects.This article presented the improvement for border disease control ability level of infectious disease construction departments,we should firstly enhance the understanding of infectious disease prevention and control capacity building,and increase capital investment and supervision of the construction of communicable disease prevention and control capabilities,to establish standards for the construction of service system of infectious disease prevention and control ability,to perfect relevant laws and regulations.Ultimately,the construction and improvement of infectious disease prevention and control capability will be improved and fully promoted to reach the goal,which is our responsibility for China’s health service.
