Public Business Research In The Shaanxi-Gansu-Ningxia Border Region During The Anti-Japanese War

During the Anti-Japanese War,the public business was an important part of the public sector and economy of the Shanxi-Gansu-Ningxia border region,Which was important to break the enemy’s blockade and consolidate border region economic for the border region government.The early period of the Anti-Japanese War,the border region of finance income depend on foreign aid,the supplies and daily necessities of the party and government office were bought form outside.The border region government founded a Guanghua store to ensure supply and accumulation of capital.The store was the beginning of the public sector business of the border region during the Anti-Japanese.The commodity exchange inside and outside was blocked because of the border region closed,the many industrial products were hard to enter the border region.The border region’s finance was faced with difficulties.In order to solve with the difficulty,the border region government established commercial trade institutions and public sector business enterprises,which can promoting commodity exchange.The government agencies started business to achieve the goal of self-sufficiency.Because of the complexity of the external conflict and the border region lacking of practical experience,the public business appeared many problems,especially the authority.The border region taken a lot of measures to correct errors.The border region of public sector business in the process of development payed attention to guarantee the supply of relating to each unit,in addition,it helped the industry to provide raw materials and sell finished products.So,the border region of public sector business has played a certain role for solving financial supply and promoting economic development.But we should pay attention to the public sector business had brought impact to the industrial and agricultural production because of it no strict policy execution in a certain period of time.The public sector business research mainly divided into four parts In this paper,namely the background,policy,organization,operation and performance.Which reflects the features of public sector business development of the border region during the Anti-Japanese War,we can achieve the system to it.
