Because of the confliction of laws due to the multiple legislative body and the neglect in the legislation, and because of the lack of rules on the application of administrative laws, otherwise because of the inherent tendency in the process of administration, and the shortage of quality about the laws and profession in the lower city management officers, there are a lot of problems in the application of administrative laws. This will injury the rights of the administrative counterpart, and hamper the establishment of the administration order.This article will research the administrative enforcement files in one district of X city between 2011 and 2014, concluding, summarizing and classifying them. According to the different problems in the enforcement of the administrative laws, this article will research the illegal parking on the pavement, unauthorized building houses, transportation of construction waste, and roadside stall business, analyze the application problems in these case to find the confliction between some host laws and Lower level laws, the disaccord of the expression between the Departmental rules, local laws and local government rules.This article will also discuss the internal cause of the irregularities in the administrative enforcement, such as the legislation neglect, influence from the policy or the government leader, the inherent tendency in the process of administration. This article will put forward some measures to solve the problems in the administrative enforcement, such as enhancing the accuracy in the legislation, formulating the law of the conflict, perfecting the performance assessment, improving the morality and Skill of the officers, establishing normalization principle of administrative enforcement, and using some technique method to supervise the administrative enforcement in the Digital Urban Municipal Supervision and Management Information System.
