FuShun County government as the most grass-roots public management implementation, local civil servants at the grass-roots level is directly facing the masses, their work efficiency and the quality directly affects the public satisfaction and government performance, to motivate is particularly important. But in combination with numerous research and FuShun County actual found that the current civil servant incentive has many problems, and the problem of such category of human resource management in the administrative management study is less, so the research based on HR optimization method of incentive of civil servants has great theoretical and practical significance.Firstly, the purpose and significance of the research and briefly introduces the concept and status of domestic and foreign research related theory, elaborated, then to exist in the implementation of the incentive of civil servants in Fushun County, analyzes the problems by combining the relevant incentive theory, found the problem of subjective and objective reasons to a great extent and not really for civil servants the role of management problems, such as insufficient incentive, incentive caused by civil servants shoot at random and low efficiency, often not because the incentive problems caused by itself, but the role is not in accordance with the angle of color division, do not implement the responsibility system, according to the chief executive role requires decentralization caused by the target is unknown, unfair competition, incentive to block. Then, this paper analyzes the relationship between role orientation management and civil service incentive, and draws the conclusion that it is beneficial to play the role of the role of positioning management. Finally, according to the actual survey research, data model and so on in Fushun, the paper puts forward some countermeasures to improve the incentive of civil servants in Fushun.
