The Judicial localization is an important problem in our country’s judicial reform, which has seriously influenced the operation of the judicial power in our country, is not conducive to the establishment of the economic order and social justice. Analyzing the form, the harm and the cause of the judicial localization in China, based on the "Henan maize seed case", we can put forward the countermeasures from the internal and external environment of the judicial office, as well as extracting the experience from the judicial management model of the United States, Germany. Aims to eliminate the negative-influence of local authorities, to ensure the benign operation of judicial power in our country, promote the further formation of separation of powers and checks and balances.Concrete measures: External, setting up the provincial level the trial management committee to prepare court organization, money, material requirements planning and then hand over the above materials to the National People’s Congress by the government at the corresponding levels to execute. Internal, enlarging the judicial power of the court and declaring invalid to the disapproved documents and then, need to improve the administrative litigation cases case-hearing level. In the end, putting forward concrete measures to the cultivation of professional judges and the existing judges.
