Study On The Problem Of "one Street, Two Systems" In The Process Of "township Reform"

The "national model town of planning(2014-2020 years)," pointed out that "increase the intensity of urban and rural development, to promote the orderly transfer of agricultural population of people,promote the common prosperity of urban and rural areas." Town to change the street is not only an administrative division adjustment, but also China's new urbanization development strategy. In the process of social development, when the place of urbanization level reached a certain standard, the regional governance will change(here in after referred to as "town to change the street"), the identity of the residents by farmers to become members, the land of nature by rural collective ownership for countries, the implementation of urbanization.But in partition of urban and rural system, there is a dualistic social structure in these areas, during its process,the way of life mixed village residents,the management mode,the village committee exist,the implementation of policies,are different. In this paper, "one street, two systems" reflects thelabor pains phenomenon in process of "the town to the street".In this paper, the new urbanization "town to change the street" as the research background, the suburb of big city of Shandong province to implement the "town to street" and "Street reform and two systems" T street as the research object, and through the establishment of pre conditions of Shandong province T streets such as the level of urbanization, population size, GDP, such as the specific implementation of planning, launch, approval, adjustment after the establishment of such institutions and personnel management, the mode of social governance changes in urban and rural areas, the implementation of public policy analysis, combined with the two urban and rural dual social structure of "street systems" problems of logic and reason, and in the path of theoretical and practical aspects of problem solving.This paper is divided into six chapters: the first chapter is the introduction, mainly introduces the research background, reviews the research; the second chapter carries on the explanation to "the town to investigate the street ", put forward in the low level of urbanization in its region; the third chapter street with China's two urban and rural dual structure, analysis of the "town to the street" in inherent logic; the fourth chapter in Shandong province T street as a case, review basis, T Street set up specific implementation in field research are summarized in the streets of T "one street, two systems"; the fifth chapter in the "street systems", make rational thinking from the streets of power system, the innovation of social governance and social public service perspective and learn from other regions. Experience puts forward constructive suggestions; the sixth chapter is the conclusion of the study, based on the above empirical research, on the "one street, two systems" to make reasonable evaluation, based on the research of predecessors, efforts to solve the problem, and people share reform achievement, walk a new road of urbanization.
