With the continuous development of society,the comprehensive competitiveness is improving constantly,the organization's development faces many severe tests.among them,one of the key factors of the organizational culture constructions is competitive improvement.In recent years,the study of organizational culture is becoming more and more attention around us.This paper studies the organizational culture construction in our country.After reading a lot about the organizational culture,the administrative organization culture,the basic government units and the related documents,which arranged the related theoretical concepts of organizational culture,administrative organization culture and the basic government units.For the basic unit of water system in dalian,a paper questionnaire from 4 aspects of organizational culture's spirit,system,behavior and material was designed.83 questionnaires were distributed through the paper questionnaire,and 72 valid questionnaires were collected..Through the statistical analysis,we can understand the current situation of the organizational culture in basic unit in our country,and the existing problems and causes in it.For the structure,function of organizational culture and organizational culture construction's significance have carried on thorough analysis.In conclusion our country basic person that exists in the construction of organizational culture exists the awareness of the low organization's culture on the construction of the organizational culture;the construction of grass-roots unit of the lack of long-term planning;the material basis of economic backwardness caused by relatively weak;the lack of talent resources makes the organizational culture of grassroots units lack of vitality;teamwork awareness is not enough,cohesion is not strong and so on.Through the first four chapters,in the fifth chapter,the author takes Dalian Biliuhe reservoir management bureau as our government case basic unit organization culture practice,which puts forward the cultural quality of government grass-roots unit of organization strategy,namely to strengthen the construction of ideology,adhere to the combination of theory and practice,strengthen the team solidarity,organizational culture highlights cohesion;improve the organization and management mechanisms.strengthen the democratic and legal construction of grass-roots organizations,strengthen grassroots organizations in the long-term planning,to promote the sustainable development of the organization;the construction of an organizational culture with itsown characteristics,which has the characteristics of the behavior culture,culture and organization culture;strengthening the construction of material culture of grassroots organizations,paying attention to the construction of ecological environment the cultural constructio,and the rich Carrier of cultural activities.
