To meet the need of economic and social development, Chinese government has launched multiple agency reforms in which the overhaul, namely huge department system reform is the common government administration model adopted among the developed market economies. Correspondingly, the personnel administration reform aims to establish a more reasonable, superior personnel administration system in the hope of improving government efficiency, bettering social service and economic development. Given that, this thesis conducts a systematic exploration and research on the personnel administration theory, the status quo of development in Pingshan New District and Shenzhen Municipality and the reconstruction of personnel administration system based on former research results. With personal views, it hopes to add efforts to further optimize the government personnel administration system.Part One introduces research background, research objective and meaning, research dynamics both at home and abroad, research methods and subjects, and novelties and shortcomings as well. Part Two defines huge department system, government personnel and government personnel administration by way of relevant concepts and theoretical basis, and describes related theories. Part Three briefly introduces requirements of government personnel administration under the huge department system, a payment system assessed by performance and efficiency, and a restrictive mechanism backed up by dismissal. Part Four presents the status quo of personnel administration in Pingshan New District, which displays its real situation of personnel administration from both the New District government staff and the personnel methods. Part Five analyzes the main problems and causes in its course of the overhaul, which demonstrates the necessity of reform on its personnel administration system. Part Six points out the problems should be placed emphasis on in the course of the overhaul in China against the experiences from that of the USA, the U.K., HK, Shunde(Guangdong), etc. Part Seven analyzes the routes to reconstruct the personnel administration system in Pingshan New District under the backdrop of the overhaul in China.In a word, personnel administration reform under the backdrop of the overhaul is the trend of government personnel administration reform in contemporary western countries and also one of the highlights of government personnel administration reform in China. On a brand new perspective, we are in the hope of finding some inspiration which benefits the improvement of personnel administration system in China.
