Since the national conference on education in 1999, the enrolment quota of higher education institutes had been significantly expanded with the number of college graduates increasing dramatically, non-state-run higher education as an important sector of the nation's higher education system, has already reached its moment of fastest development in terms of the number of institute as well as the size of enrolment. However, there are many challenges confronted by the non-state-run college development, such as insufficient policy support, inadequate deployment of software and hardware and inappropriate discipline setting etc. among all the challenges, the issues regarding personnel training scheme designing and quality of graduates employment are particularly concerned as the hindrance of the sustainable development of non-state-owned higher education. Under the context of fierce competition in the job market nowadays Due to natural-born weakness of such education institutes, graduates from such colleges are suffering relatively higher pressure than those graduated from state-owned ones. However, educational institutes should not be the only part responsible for the employment problems. The government as the policy maker and regulator need to fulfill its duty sufficiently in respect of regulating the job market, providing service, policy making. In this paper, government behaviour towards private colleges and universities is the focus. This paper explores the problem of employment of non-stated-owned college graduates, giving suggestions as to how government behaviour in the management of graduates employment should be improved. Beginning with the definition and classification of government behaviour, the paper analyzes the employment status of non-stated owned colleges in JiangSu province. In view of these problems and reasons, the countermeasures to improve the government behaviour in the private college graduates' employment management are put forward, ensuring the relative fairness among the private colleges and universities, and to build a harmonious and stable employment market. Finally, it points out that the employment of private college graduates is a long-term and complex problem, the need to go through unremitting efforts and exploration, in order to enable the healthy and orderly development of private colleges and universities.
