International Comparative Study Of Urban Home Care Services

Home-based care service is paid close attention to in the process of the social welfare system reform in many countries at present. The development of home-based care services is not only the transformation of the mode of pension services, but also a major shift in the social welfare policy oriented. For now, home-based care service is the most likely endowment mode to balance the supply and demand. Through summarizing the experiences of developed countries is helpful to promote social welfare socialization theory. Also it's helpful to promote the reflection on the current practice of home-based care services. Meanwhile it's helpful to complete the development path in developing countries.Europe developed countries have proposed the concept of aging in place based on their own practice, and then established the home-based care service system. Most developing countries'home-based care service system is in the primary stage, and the design is lack of sustainability. On the basis of study the relevant research results at home and abroad, this article combined knowledge of social security, sociology, psychology, economics, ethics and other disciplines, using the supporters-alliance public policy analysis framework to design the research structure. This study chose Swedish, the UK, the US and Japan as the objects, introduces the definition, theoretical foundation and history of home-based care service. Moreover, this study introduced the relative support policy different countries such as elders'income, medical, housing security and family support. Meanwhile, there is a vertical analysis and a horizontal comparison of this subject based on select object, sources of funds, operation mode, performance appraisal and special projects as public policy factors.Through summarized the developed countries'experience of establish the home-based care service system, this study suggested that the differences between the four countries are reflected in levels of administration, paths of development of Non-Government Organizations, contact of pension and health care, etc. Actually, these countries have similar development trend in guiding concept, voluntary services, investment and so on. Based upon, the study concluded that we can perfect the home-based care service system by the following ways. First, it should use Socialization of social welfare to guide the home-based care practice. Second, it should improve the subsidy system, community health care ability and home supportive policy. Third, it should establish a cooperative supply relationship between government, market and social organizations. Fourth, it should create health-pension binding projects, suitable age-friendly environment projects and intelligent service projects, etc.
