As an extension of the trial and execution of the work,to resolve the complaint letters and visits to become a very important work of the people's court since the establishment of the people's court.At present,a large number of social conflicts and disputes in the form of the case to the court system when China is in a crucial period of reform,in the period of economic and social development of the contradictions.Where more than 80%of the cases were heard and executed in the grassroots courts.On the court of law enforcement,law enforcement quality and efficiency of complaints arising from the complaint letters and visits continue to increase,this brings great pressure to grassroots courts and judges across the country.But the current study,to the petition involved in litigation,especially in the grassroots court is still relatively small.So ?hope that through the study of the current grass-roots court problems,find out the crux of the problem,guarantee citizens can legally express their reasonable demands,maintain the good order of judicial activities,play the original design of the system of petition letter,to visit wrapped visit downtown return legal channels to solve the problem,reduce the petitioners economic burden and mental stress,then,put their energy into building a new life there,this article analyzes the problems existing in the complaint letters and visits from the nature,the way and the composition.If these problems can not be solved timely,the threat of judicial independence and authority on the one hand,on the other hand,the people are rushing around,unable to settle the work,which also brings great economic burden and mental pressure to the family and society.With the deepening of the research,the author gradually realized that the basic court petition to distinguish with other forms of petition,the inherent laws of development and petitioners psychological differences,so to solve the grassroots petition case to practice innovative solutions,so as to solve the existing problem of complaints fundamentally.To solve the case of the complaint letters and visits to the court to explore the internal law of the complaint,the complaint letters and visits to grasp the psychological,from the source to curb the increase in the complaint letters and visits.In order to properly resolve the complaint letters and visits,establish and improve the national top-level design,accelerate the pace of legal reform of litigation petition,the establishment of an effective system and mechanism to deal with complaint letters and visits is a must.By improving the credibility of the judiciary so that citizens believe that the law,the smooth flow of judicial relief channels for citizens to make good use of the law;to strengthen the legal education so that citizens know the law.
