Detention center in our country has experienced from scratch,from disorder to standardize the development of a long history of the detention center management system development is also with the advancement of the rule of law civilization,has experienced a long time to grope,took to the continuous specification correct path.Detention center as a restriction of personal freedom of criminal detention places,as a result of the long-term management is not standard,the "Jailhouse bully",as well as the abnormal deaths phenomenon,with the constant attention to the cause of "human rights" in our country,naturally become the focus of the reform.Among them,the detainees direct management system as the core content in detention center management system,supervision departments at all levels to an unprecedented height.Detainees direct management system has been carried out for many years,and the matching rules is becoming more and more complete,but even in this context,the detention center at the core of the management system still exist many problems in the concrete implementation process.Because,for instance,many less developed areas of jail police with severity shortage,lead to direct management system cannot be implemented;In some only pay attention to the form of the jail to execute the system of execution,but no achieve its preset effect,make the system is only superficial.The emergence of these problems show that the direct management system to really take root also need to be modified in many ways.In this paper,first of all,with a review of the detention center development history,understand the evolution of management system,the detention house which lead to detainees into direct management system model.Then from the system level and practical level respectively analyze the problems existing in the management mode of directly,find out the reasons for these problems.Combining the theory of management science,sociology,psychology and other disciplines,found some supporting system is not compatible with the objective reason,also has the implementation aspects of subjective factors.Finally,according to find out the various problems,targeted put forward the corresponding countermeasures and improvement Suggestions,that is,from a detention center positioning,to legalize the management system,standardize the execution of law enforcement and supervision,expounds several aspects,such as,achieve finally put an end to all kinds of chaos,standardize management of the detention center.
