Research On The Local Administrative Examination And Approval System Under The Concept Of Service-oriented Government

The administrative examination and approval system, as a important subject in Economics and public management, is an effective means for the government economic and social affairs. The administrative examination and approval system, which was formulated for the planned economic system, played a positive role in the allocation of resources, fixing market failures and protecting public interests. But since the reform and opening-up, with the unprecedented development and perfection of socialist market economic system, the old system began to fail in adapting to the market economic system. So, central and local governments have accelerated the reform of the administrative examination and approval system, and remarkable achievements has been made in the reduction of examinations and approvals and the introduction of related measures. However, problems remain such as scoping administrative examinations and approvals and the procedures being a chaos. To be fair, the hard part just has emerged.By decrypting the new public theory, this paper proposes that the reform shall start from changing the function of the government, that we shall insist on the "people-oriented government for the people" idea, protecting public interest, founding a transparent government with responsibilities consistency and efficiency.Taking administrative examination and approval system as research object, there are six parts:The first chapter introduces the research background and significance and status with the problem and its solution. The second chapter is about the overview of the new service theory and the importance of the reform of the administrative examination and approval system, in which includes seven main points of the new public service theory and its inspiration and guidance for our country. The third chapter analyzes the status of the reform of administrative examination and approval system in our country, including the problems and factors in the way of reform, in which it points out that the problems are bored from the undetailed government function, the unreasonable establishment of government organization, and the lack of supervise. The fourth chapter is a case of the reform of the administrative examination and approval system, taking the reform of the administrative examination and approval system happened in ZhangQiu city as an example, in which the present situation, experience and problems are intensively studied, expecting to provide a reference for other places. The fifth chapter includes the measures of the reform of the administrative examination and approval system, and proposes the direction overrunning, managing and supervising the reform under the spirit of the public theory of service. First of all, we shall speed up the transformation of government functions, and strengthen the construction of civil service, in the point of management. Secondly, we shall push through the power list system. Thirdly, both inner and external supervise should be noticed to assist the reform. At last, a conclusion is made briefly.What is new in this paper is the method, taking the reform of the administrative examination and approval system happened in ZhangQiu city as an example, with detailed study about it, to propose method for the reform in the whole country.
