Research On Innovation Of Grassroots Social Governance Model

With the accelerating of urbanization and urban-rural integration,Community residents demand for public services is increasing,and it shows a trend of multi level,diversified development.However,at present,there is a sharp contrast between the lack of public service supply and the low level of public service in our country.The new community service center,named City Stage(CS),is not only an innovative measure in the construction of community service center,and an important part of the city construct in Xincheng District Zhoushan City,but also the micro foundation of the new urbanization strategy,and probably an important breakthrough in social governance in Zhoushan City.By the clear definition of responsibilities of the main body and the cooperative relations among various subjects,the study proposes a community management service model with the alliance of the organization of community party,community committee and CS.The study also proposes a diversified public service supply mechanism with he alliance of government's leadership,cooperation of autonomous organizations,social participation,market competition,and national action.The construction of CS needs the transformation of government functions,the development of social organizations,market competition mechanism,and participation awareness of community residents.And it also needs the supports of talents,capital and technology,the regulating and supervising of the subjects' behavior,comprehensive cooperative security mechanism.Then,the quality and efficiency of public service supply will be guaranteed.
