Research On The Improvement Of Villagers' Self-government Ability In Mountain Village Committees

In 1998, the Organic Law of the Villagers' Committees of the PRC was enacted. This indicates that if we want to establish and perfect the socialist political civilization, the first and most important thing is to develop socialist democracy. The capacity of self-government of the villagers'committee in the mountainous area will affect the development of democracy at the grass-roots level as well as the building of new socialist countryside.Zi Beime village, Tiesuo town, Dayao country is a typical remote mountainous village with lots of minorities, such as Han, Yi and Lisu. This thesis will focus on the studying of the capacity of self-government in the said village.First, the author will state and analyze the background, importance, research method, line of thinking and literature review. Then, the author will illustrate the meaning and type of self-government in mountainous area. Thirdly, the author will sum-up the democratic election and governing procedure of Zi Beime village. Meanwhile,the author will also analyze the capacity of self-government of the aforesaid village based on several means of survey. In this part, the author focuses on analyzing the problems existed and trying to find out the reasons. In general, the self-government of Zi Beime village has made some achievements. However, great problems are also existed. For example, the diathesis of the committee members and the villagers, the underdeveloped social economy is constraining the self-government, the disputes between the villagers'committee and the higher government, etc.. Finally, the author will try to solve the problems existed and give some advice on that, such as developing education to enhance the villages'diathesis, streamlining the relationship between higher government and the villages'committee, establishing the supervision system and developing economy to lay a good economic foundation for self-government.This thesis can give some references to the development of Zi Beime village.
