The Study Of The Role Of Township Governments In The Context Of Urban-rural Integration

Promoting the integrated development of urban and rural, breaking through urban-rural dualistic economic structure fundamentally, and achieving the balanced and sustainable development of economy and society in urban and rural are the necessary requirement of building up a comprehensive well-off society. Although our country has obtained significant effects in the integrated development of urban and rural since reform and opening up, there do still exist urgent issues including the uneven development between urban and rural area and great income difference between city and village inhabitants because of some institutional problems such as imperfect managing system, dull adjustment of land planning, superficial household registration reform and biased transfer payment system. As the basic administrative unit, township which acts as the bond of urban and rural areas, is the main area to speed up urbanization. It also plays an important role in the process of urban-rural integration. As the public administrative subject in the sub-district, town government is responsible for important functions including organizing the economic and social development in the township, public administration and providing public services. It is also the leadership of the integrated development of urban and rural,which have a core of promoting town and village.The role that township government plays directly concerns the efficiency of promoting the Urban-rural integration.This paper takes the example of the author's familiar Qianwei town, which adopts the method of integrating the theory with the practice:testing the truth in the illustration and direct the practice according to the theory. In the past several years, many efforts have been contributed in the construction of Urban-rural Integration in Qianwei town, which keeps a harmonious balance of the three industry development. However, the lagging overall planning, not prominent development focus and lack of industrial integration prevent it from achieve the goal of new urbanization of production integration of the city. In the construction of urban-rural integration, Qianwei town have the common problems as the other town.But it also keep some different difference. Qianwei town's success and failure in promoting Urban-rural Integration provide a good reference to research in how township government acts in the urban-rural integration. Neither Qianwei town nor the other township government can avoid the impact of stressful administration system during the process of urban-rural integration.This paper is based on research method which is from tracing back the process of development, locating problems to the reason analysis. Meanwhile, in the consideration of the inherent requirement of urban-rural integration, this article first analyzes township government's functions which are then combined properly with the integrated development of urban and rural. The next step is clearing the orientations of government function and finding out the key that let it work. Finally, the author puts forward a new discussion which is relevant about how the local township government has a important role in urban-rural integration. The discuss includes the following aspects:innovating system, raising the administration efficiency, grasping the focal point of development and making the village level autonomy into effect.
