The population aging is one of the major social problems facing the current world.The fact that our country has entered the aging society,Pension business in nearly 20 years is the focus of the government agenda.However,our country's pension policy is not enough sound,it is necessary to optimize the Family-Care in Communities policy.Shenyang was earlier than the country into an aging society,with the elderly population increasing sharply,family endowment and institution endowment have already can't meet the demand of current endowment,which needs to explore a new endowment mode.With the transformation of modern society,the traditional family disintegration,instead of the increase of the nuclear family.Young people no matter from economic or energy cannot afford to take care of the elderly,and on the basis of family endowment and community endowment and institution endowment as the backing,modern social endowment model is gaining more and more popular,to become a new way to solve the problem of China's pension.Aging is more typical of Shenyang as the study area,a representative sample.This article was divided into six chapters altogether:the first chapter of Family-Care in Communities research status at home and abroad were reviewed,introduced the research background and research significance;The second chapter introduced the basic theory of the Family-Care in Communities,to lay a theoretical foundation for Family-Care in Communities policy analysis,and to define the concept of Family-Care in Communities;The third chapter overviewed the current situation and development characteristics of elderly people in Shenyang,and pointed out the development present situation and insufficient of Family-Care in Communities,then introduced the Family-Care in Communities policies;The fourth chapter analyzed the problems in Shenyang Family-Care in Communities policy that there existed deviations in understanding public management to the Family-Care in Communities,the flaw of the old policy and "fragmentation" of policy system,the welfare of the public sector functions divided responsibility main body lack,Family-Care in Communities policy legalization is limited;the fifth chapter of the optimization of Shenyang Family-Care in Communities policy principles to make the definition,the optimization of Family-Care in Communities policy should follow the principle of socialization,professional,and the principle of diversification,industrialization;the sixth Chapter for the optimization of Shenyang Family-Care in Communities policy given Suggestions and measures,mainly in four aspects:firstly,It is to intensify policy integration,form the Family-Care in Communities policy system,secondly,it is to improve the policy support,strengthen multiple inputs,thirdly,It is to optimize the functions of the government,enhance the support to the community home endowment enterprise;fourthly,it is corresponding to the call of the age of the Internet,with the aid of confidence in the service,to build the Internet home endowment service platform.
