At present,China's economy is undergoing a period of high-speed transformation,and social programs in the whole society have shown the characteristics of multiple development.Meanwhile the public demand for public services is growing,the government in view of this situation to consider changing the way the government's work is originally a direct supply of government and public service organizations to have certain qualification to responsible for,and how much they complete the number of down and the working quality to a certain standard to judge and give corresponding cost,the unit to which the public and private institutions complete the way of the public service innovation is the government purchase of public services.In recent years,the government has bought public services for the construction of legal system,the central and local levels are introduced corresponding policies and regulations.Throughout the relevant laws and regulations,there is a lack of special provisions for policy regulations at the central level.The regulations of local governments at various levels have been messy,with lower levels of effectiveness and legal conflicts.The government's lack of legal provisions for public services causes many problems in the actual operation.For example,the purchase scope is not clear,the government liability distribution is unclear,the procedure is not regulated,etc.From the perspective of legal regulation,citing the relevant legal principles and theories clear scope of government purchase of public services,rebuilding the government responsibility and institutionalization of purchase procedure,perfect the dispute settlement mechanism,only such ability can show the advantage of the government purchase of public services.
