2016,our country enacted the law of the People’s Republic of China on the deep in the bottom of the sea area resources exploration KaiFaFa,is China’s first to national activities outside the jurisdiction of the provisions of the law,make up for the gaps in the relevant field in our country’s legislation,as the law,legal system of international seabed area resources development once again become a hot spot."Area" refers to "outside the jurisdiction of the state of the seabed and the ocean floor and subsoil",which contains rich mineral resources and biological resources,has a high commercial value.At present,the international community to gradually realize the value of the deposits at the bottom of the ocean resources.After the game and compromise,"regional" system finally establish the principles of human coinheritance property,namely,the floor of the ocean outside the jurisdiction of the state,subsoil and its resources belong to all mankind,and any country or entity shall not the exclusive right to it.Including the seafloor resource exploration and development system,overlapping on the application and the definition of antitrust issues and measures for the administration of the provisions of the guarantee liability obligations,Marine environmental protection and other issues.Deep sea rich in resources,is the strategy of sustainable development of the space in our country.Our country should seize the opportunity and challenge,actively involved in the Marine resource development activities,to the domestic laws and regulations to further improve,improve the voice in the international society.
