The period of Nobusuke kishi Cabinet is a important age when Japan pursued the goal of independence,and realized equivalent relationship between Japan and America.In view of unilateralism of the Japan-U.S.security treaty signed in the Sep 8th,1951 that had a disadvantageous influence on Japan,during the period of Hatoyama Cabinet,Japan attempted to raised a claim to America that hoped revising the Japan-U.S.security treaty.The United States,however,rejected Japan's proposal with the excuse that time is premature.After Hatoyama's cabinet had revised the treaty unsuccessfully,Nobusuke kishi Cabinet that came into the power of Japan,made enough preparation persistently in internal affairs and diplomacy for the purpose of revising the treaty successfully,With the beginning of the Oct 1958,the two sides held 25 rounds of formal talks among the term of validity of the treaty;the treaty area;prior consultation system;the problem of Japan's obligations to defense the United State;responsibility of the United States to defense Japan;the relationship between the new treat and the charter of the United Nations;The term of validity of Yoshida-Acheson exchange documents etc.This negotiation exposed respectively intentions of both sides,reflected the Contradictions and conflicts and also revealed the mutual interests and needs under the the cold war system,completing the goal of revising the treaty is the resulthat deal along with mutual compromises and concessions.Finally,the two countries,on the Jan 19,1960,signed new treaty named Treaty of Mutual Cooperation and Security between the United States and Japan in the Washington.In general,negotiation of this revising treaty is a win-win battle.From the global point of view,the United States controlled the initiative of the treaty negotiations,which made U.S.can safeguard its strategic interests in Japan and the Far-East.For Japan,not only did Japan Ssuccessfully revise the Japan-U.S.security treaty,improving Japan's position in the alliance with U.S.,but also limited the U.S.many privileges in Japan,raising Japan's international status.The cabinet of Nobusuke kishi revised the security treaty successfully,to some extent,realizing the strategic target of building up equivalent relations with U.S.,which promoted both of Japan and U.S.into a era of mutual cooperation and interdependence.
