Network information technology is one of the greatest scientific and technical achievements in 20 th century's.In many ways,it has changed the basic way of human production and life.Along with the network information technology applied in military field,accelerate the transformation of traditional warfare to information war speed and build the network space into a new operational platform.The international community focus on network attacks has been a long time which represented by prism door network security event pushed network attack problems in the teeth of the storm.Network attack war concept,which is different from traditional damaging,the extent of influence,to the current international law system has brought the huge impact.Although distinguish principle,proportion principle and military principle can still necessary to regulation of network attack in international law but the lag of international law makes it appear to be unable to adjust the newly emerging things or situations.Therefore,there are many loopholes in the regulation of network attacks,such as the use of force is difficult to define,the concept of territorial sovereignty is difficult to apply,the responsibility is difficult to be held responsible for the damage,therefore,it is imperative to construct a perfect international law system.At the same time,we should also strengthen international law problem of network attack to promote the international legislation and the establishment of network attack cooperation mechanism to prevent and avoid the occurrence of network attacks.
