Theoretical And Practical Research On The Relocation Of Chongqing Alpine Ecological Poverty Alleviation

Chongqing City is poor because its special geographic environment.Most population is located in remote mountain areas whose environments of production and life are poor and difficult to match people's needs of life though with routine methods of helping the poor.Relocation of alpine ecological environment to help the poor is a correct choice based on the poor fact and special elements resulting in poverty of Chongqing City.Being thought highly of by the leadership of this city,which has published a series of relevant guiding documents,this project was listed at the first position among the 22 measures for people's well-being in Chongqing.However,at present there are many problems appearing in the process because of inadequate planning,which cause the disparity between relocation result and farmers' expectation.So using new idea to guide the work in this project in the new period is important for getting rid of poverty overall and the construction of overall well-off society of Chongqing.This study is mainly divided into four parts: the first part is about the reasons of the “relocation of alpine ecological environment to help the poor”,arranging and summarizing the situation,characteristics and elements about the poor of Chongqing as well as proving the rationality of this project through the push-and-pull theory.The second part is about the practice and result of this project,arranging the reputation of the policies about the project and summarizing its main measures and beneficial enlightenment to other areas with the typical example of Henghe Tujia ethnic minority in Wanzhou County.The third part is about the problems and their reasons of this project.Because of the incomplete system of administrative management,regional cooperation mechanism as well as investment and financing management system,there are many problems appearing in the process: farmers' willing of relocation has not been aroused enough and problems appearing in the process because of inadequate planning such as the problem of “only choose the rich to relocate but ignoring the poor” and the problem of returning to poverty or the previous place after relocating,etc.There is a disparity between relocation result and farmers' expectation.And the fourth part is about the measures and suggestions to promote this project in the new period.According to the fact of Chongqing,there are five measures being proposed: firstly,completing relevant mechanism with innovated ideas to form a effective implementation capacity,completing and changing the using and managingsystem about lands,the recognition mechanism of relocated people,organization leading mechanism and relevant financial and taxation mechanism to cover the basic of organization systems for the successful proving of policies.Secondly,transforming with the developing way of green ideas to form a forever inner power,completing the mechanism for ecological compensation and developing special ecological agriculture to achieve the win-win of economic and ecological benefits.Thirdly,arousing the public's willing of relocation with open idea to form a suitable centripetal force,revving up the publicity,completing relevant services and increasing the ways to become rich so that the public will be willing to relocate and can settle down after relocation.Finally,combining all the supports with the idea of sharing to form a external thrust.We should think highly of helping the poor through technology and guide the people with social status to take part in actively to provide a new power for local development and establish a large setup of helping the poor.
