Document No.1 in 2004 of the central committee of the communist party of China points out: " migrant workers going to cities for employment have become an important part of industrial workers." Migrant workers have become an important part of the working class,of course,have the right to participate in and organize trade unions.And the union is the most direct and effective channel to improve peasant workers' organization,only to join trade unions,systematically manage and do self-management,to better protect their rights and interests.In this paper,through research the current situation of migrant workers of Dezhou City to join trade unions,to analyze its existing problems,based on the experience of the advanced countries and regions,trying to find an effective way to promote migrant workers to join trade unions.The first chapter focuses on the background of thesis writing.The problems encountered by migrant workers in the life and work have become the prominent problems in social management.It is pressing for migrant workers to join trade unions in order to realize the protection of their own interests.Joining trade unions for migrant workers is good for the organization management of migrant workers.Research of foreign experts and scholars on the issue is more systematical and more thorough,but with the highlights of problems of rural migrant workers,in recent years both theory research and practice exploration for the problem of our country are made obvious progress.In this paper,through on-the-spot investigation,to understand the actual joining situation of migrant workers of Dezhou City,to analyses the problems existing in the membership of migrant workers in Dezhou City,to establish effective labor organization mode,to smooth the path of the protection of the rights and interests of migrant workers.The second chapter mainly introduces the related concepts and theoretical basis of migrant workers to join trade unions.Migrant workers mainly refer to the rural migrant workers in cities.Bearing hardships and standing hard work,low quality of life,blankness of culture life,lack of security and belonging,is their commonness.To safeguard the legitimate rights and interests of workers is the basic duty of trade unions.Collective action theory and hitchhiking theory are the theoretical basis of migrant workers to join trade unions.The union providing organizational guarantee and support for rural migrant workers' rights,can effectively reducethe cost of maintenance of the rights of migrant workers.The third chapter mainly discusses the problems and causes of the peasant workers' Union in Dezhou.To understand the situation of the migrant workers in Dezhou City to join trade unions,the author has carried on the questionnaire investigation and discussion.According to the research results,analyze in targeted from the unit of choosing and employing persons,trade unions and rural migrant workers these tripartite main bodies.The fourth chapter focuses on the developing experience of migrant workers of domestic and foreign advanced regions to join trade unions.many areas also constantly explore the new mode of migrant workers to join trade unions,such as to join the union from the source of Zhejiang,and to join the union from long distance of Lianyungang,and direct election of trade unions of Guangzhou.The fifth chapter mainly tells the countermeasure research of advancing the migrant workers of Dezhou to join trade unions,mainly includes: first,reform the household registration system.To implement a residence permit system.To strip the medical treatment,education,endowment insurance,and other system that adhere to the household registration system.Second,strengthen the functional operation of the union.To strengthen the construction of the union itself,promote the effective configuration of the union team,actively explore a massive and generalized system of trade union organizations.Third,establish effective labor organization mode.Draw lessons from regional patterns of federation of trade unions of Shouguang,and reasonable division of Dezhou.Establish federation of trade unions.Carry out the pilot in the industry of more migrant workers.Study organization mode of building type to realize "buildings cover where,where unions to build".Fourth,Fourth,to promote the transformation of the concept of labor and improve the system.Concept change is fundamental,system improvement is the guarantee.Fifth,explore the effective path to develop the own quality of the migrant workers.To strengthen training and pay attention to the effectiveness and long-term of training;Foster migrant workers to develop the modern way of life,improve their scientific and cultural level.
