Research On The Coordination Mechanism Of Local Government Environmental Governance

In the era of comprehensive reform of economic transformation and social transformation,the Chinese government management mode should adapt to the change of the times from the traditional government to the service-oriented government.The local government management needs to be transformed into the local government governance.As an important part of government governance,environmental governance is facing the plight of poor governance.Local governments urgently need a scientific and effective way of environmental governance.The theory of collaborative governance is based on the theory of synergetics and governance,and it has been applied in the field of politics and economy.It is now incorporated into the study of local government environmental governance to find a scientific way of governance.Practice has proved that the local government environmental governance exists “the tragedy of commons”? “authoritarian system dilemma”?“social week forces”and so on.In order to alleviate this dilemma,this paper attempts to combine the case of Guiyang environmental collaborative governance to study the synergy mechanism of environmental governance,it takes subject coordination and process cooperation as the analytical framework.The main participants of environmental governance,include government,enterprises,environmental protection NGO and civil individuals.Through the analysis,it is concluded that the government-led,corporate,environmental NGO and citizen's multi-agent co-ordinated synergistic governance improve the government's environmental governance efficiency,both to mobilize the social forces and effectively avoid the above problems,so that the government Governance in the case of multiple participation in governance to achieve "the sum of local interests and greater than the overall interests" effect.On the basis of the practical experience,the research on the synergistic mechanism of local government environmental governance makes a reflection on the further improvement of local government environmental governance.The study of local government environmental collaborative governance aims to enrich and develop governance theory,it provides theoretical guidance for effective government environmental governance practice,accelerates the transformation of government governance,and builds service government.
