With the advent of the knowledge economy,human resources,the development of enterprises play a decisive role,competition for talent has intensified,more and more enterprises realize the knowledge constantly updated to adapt to the development of new technologies.Enterprises in order to gain a competitive advantage,talent training and development is crucial for enterprises.Training can bring a steady stream of productivity through staff,creating intellectual capital,the effective implementation of corporate strategic objectives,increase their efficiency and effectiveness.Chongqing Jiangbei International Airport Comprehensive Law Enforcement Bureau was established in 2013,becoming the country's first civil aviation airport system Comprehensive Law Enforcement Bureau,part of Chongqing Airport Group.The inception of the council,staff,mainly through internal redeployment and internal hiring,selected some work from the security personnel to enter the council,to serve other departments,but the council mainly in enforcement of the relevant laws and higher regulatory requirements,and Two-thirds of former department employees are not legal graduate or not engaged in law enforcement work,which greatly increases the difficulty of the work department.How to enhance the level of law enforcement to protect employees of a good airport running order through effective training,a key comprehensive law enforcement bureau win a tough battle.The weak link in the last training,did not arouse enough attention.For older employees,new staff training no systematic planning,training often only once a year.Lack of specific training,scientific.Chongqing Jiangbei International Airport Comprehensive Law Enforcement Bureau urgent need to establish an effective system of staff training to improve the current predicament.In this paper,the Chongqing Jiangbei International Airport Comprehensive Law Enforcement Bureau,for example,the use of human resources training and development management theory,Chongqing Jiangbei International Airport Comprehensive Law Enforcement Bureau staff training system were studied.Through staff training situation analysis,to find problems and according to background Chongqing Jiangbei International Airport Comprehensive Law Enforcement Bureau,industry characteristics and development of the situation on the training system of systems,processes,systems,project system and trainer system for a new build.In the new system,focusing on the training needs analysis,training planning,training,implementation and evaluation of training effect were studied.The new system aimed at Chongqing Jiangbei International Airport Comprehensive Law Enforcement Bureau is currently training system problems and inadequate training,lack of training needs analysis carried out reconstruction,the application of the new system,need to be further proved for verification.
