Research On Anti-administrative Monopoly In China's Telecommunications Industry

As China's market economic system continuously improved,deepen reform in key areas is conducive to the upgrading projects,and become further liberate social productive forces and stimulate creativity and cohesion of society.In reports of third plenary session of the 18th CPC central committee,to fully play the basic role of the market in allocation of resources is emphasized.The telecommunication industry is an important part of our national economy.However,the market mechanism does not used enough in specific operation process,and its own administrative monopoly leads to the loss of social welfare,breeds enterprise rent-seeking behavior,makes the economic efficiency deviation from the optimal market allocation of resources.The impact on other industries and even the overall economy can not be overlooked.So,the topic of China Telecom antitrust problem research is very important.In this paper,the monopoly on Marx theory basis has carried on the concrete analysis of causes and existing problems on China's telecom industry.With comparative study,we can provide guidance for the reform of China's administrative monopoly in telecom industry.Firstly,we elaborate the administrative monopoly in China Telecom Industry Reform and present situation of the telecommunications industry.Furthermore,we point out the problems and causes of administrative monopoly in China.Interest is the direct power generating administrative monopoly in telecom industry,and the market mechanism is not effect in China telecom industry.The lack of legal system is the external constraint factor.The management mechanism is the fundamental factor of the administrative monopoly in China Telecom industry.Secondly,based on the analysis of problems and causes,we use the Marx doctrine monopoly theory to discuss the necessity of anti administrative monopoly in telecom industry.Finally,we put forward the countermeasure of administrative monopoly in telecom industry from several economic,political,social,and other aspects of comparative study.
