The Government's Trust Crisis And Its Governance During The Transition Period

Government trust is a kind of interactive relationship between government and citizens.Citizens play the role of trust subject and government play the role of trust object,they carry out communication and interaction in complex social environments which influence the relationship of government trust.Good government trust is important guarantee of promoting government efficacy,improving the social environment,realizing the modernization of national governance systems and governance capacity.However,in the social transition period,Instead of reducing,the responsibility of the Government is even increasing with the process of the transformation of government functions and imbalance of the demand and expectations of the citizens.Citizens' mistrust of the government is in three dimensions,words,behavior and consciousness.Mistrust is widely existing in the government's "protection" and may spread to the government system of "hard core" leading to serious crisis of government trust.Repairing and improving the government trust should pay attention to giving-subject,accepting-subject and the environment of trust.Improving government trust should consider influence factors of governance trust,developing good trust culture,developing citizen consciousness,speeding up the transformation of government functions with public value,confining government power with the legal system,creating service-oriented government,exploring civic center and multiple participation of governance model.In actual operation,improving the trust level monitoring,keeping the public informed of the government affairs,guaranteeing truly citizens involved in the interaction with the government.
