Since the end of the 1970 s,administrative reform has spread and developed rapidly worldwide.New public management and public choice theory gradually reached the dominant position.The government's role as the supply subject of public service has been shaken.The diversity of the successors of public service has played a key role in the administrative reform in different countries.However,the start point as well as the nature for government to purchase public service – whether there is a boundary or bottom line for government to purchase the public service – has not been determined yet.From the public service purchase experience of other countries,not all public services are suitable to purchase.Moreover,for the same kind of public service,different purchase decisions may be made in different social and historical environments.By studying relevant domestic and foreign documents relating to public service purchase,this paper summarized and compared the differences and similarities of division and definition of public service purchase scope in main developed countries and China.By methods such as case study of public service purchase in particular fields and based on the clarification of theoretical classification of public service,this paper also intended to work out the boundary between government and market to construct a standardized theoretical framework for public service purchase,based on which it proposed constructive opinions and suggestions for government to decide the purchase scope in practice according to the situation that the government is in.By introducing the concept and theoretical basis of government's purchase of public service,this paper expounded five aspects of government's purchase practice of public service,including purchase subject,service object,purchase object,purchase scope and purchase method,among which purchase scope was the key point that has been discussed.This paper introduced the current condition of our government's purchase scope of public service,illustrated the existing policies and guiding principles for government to purchase public services,and pointed out problems that exist in public service purchase such as displacement of guiding ideology,unclear definition of purchase scope,weak practicability of existing regulations,low level of legislation,ambiguous division of responsibility of central government and local governments in terms of public service supply scope.This paper expounded the standard to define the scope for government to purchase public services: government function standard,standard for people's livelihood,standard for identification of justice,practicability standard and so on.This paper alsoworked out a dynamic three-dimensional model for determination of public service purchase scope so as to provide decision-making basis of practicability for flexible purchase of public service and offer decision-making reference for practice of our government in terms of public service purchase scope.This paper has learned from the purchase scope of public service of the main developed countries: The United States has a long history of public service purchase.Its purchase methods are flexible and the purchase scope is made according to different situations.Outsourcing of core government functions is very common.The contract management concept is the principle for the UK to define its purchase scope.The conservative thought of public service supply of Germany coincides with our national condition.The purpose of problem analysis is to solve the problem.In the last chapter,this paper proposed a series of countermeasures and suggestions for our government to define the purchase scope of public service: First,change the traditional thinking pattern of public service supply.Second,perfect laws,regulations and institutional norms,timely promote the revision of The Government Procurement Law of the People's Republic of China or formulate new special laws.Third,clarify the purchase boundary and reasonably define the purchase scope.Fourth,improve financial systems,accountability systems and guarantee for agencies relating to public service purchase.Fifth,cultivate market and society,and support the development of enterprises and social organizations.
