Research On The Use Of Administrative Soft Power

Under the background of building a rule of law and a service-oriented government in China,with the development of administrative practice,the functions of the administrative organs are becoming more and more diversified.The administrative soft power is characterized by its non-coercion,group,flexibility and interaction It is widely used in government management.It is a kind of power act,which has significant difference with non-power administrative act and informal administrative action.It has the advantages of reducing management cost and promoting economic development in practice;reducing administrative disputes,stabilizing society Order;improve administrative efficiency,shape government authority;expand public participation and promote the administrative democratization process of practical significance.In addition,the use of administrative soft power is also varied,mainly introduced the administrative guidance,administrative contracts,administrative mediation,administrative incentives.This paper focuses on the application of administrative soft power in Qingdao as an example,and expounds the current situation of the development of administrative soft power in China and the problems of frequent alienation as hard power,low transparency of operation procedure,institutionalization,low level of standardization and insufficient relief.In the United States,Japan,Germany,the rule of law in developed countries the use of administrative soft power experience,Through the further improvement of the administrative self-control system,the establishment of a unified "administrative procedure law" to strengthen the regulation of administrative soft power;called on China in the future administrative procedural law,as soon as possible to establish the administrative litigation type system to strengthen the administrative soft power Relief.To protect the rights of citizens,to protect the legitimate rights and interests of citizens to implement,to better promote the administration of administration,the rule of law administration to speed up the process of administrative democratization in China,and thus promote the construction of China's rule of law society.
