Innovative Research On The Integration Of Administrative Examination And Approval Services In Dazu District With Grassroots Party Building Work

With the improvement and development of the socialist marketing economic system,China's joining WTO and the demand of further transformation of government functions,it is imperative that local government Administrative Approval services to integrate with the grass-roots party construction.In this background,Dazu District of Chongqing is carrying on a new mechanism,uniquely integrated Administrative Examination and Approval service system of the district,town(street),village(community)with platform,resources,content,and staff of Party Construction System.Take Party member cadres as the core,serving the grassroots as the basic content,Administrative Approval service window as carrier,to serving the mass work information management system as the link,to build a new Party construction mechanism of 3 grade party and administration service and masses integrated.The fusion between the two has obtained certain achievements,but there are also problems exist,such as way of services is single,extent of disclosure is not enough,and coordination cost is too high.In view of this,should take steps to improve the area-the town(street)-village(community)administrative service center,implementation of district level 3 service center mass work management information system normal operation,to strengthen the village(community)for the construction of the grass-roots service facilities,to build administrative examination and approval of local government with the grass-roots party building new initiatives.As an important content of management modernization,integration for administrative examination and approval services with the grass-roots party construction has a unique advantage in terms of integrating resources,standardizing processes,managing efficiently,serving in group –type way,and enables effective connection and beneficial interaction between government administration and grass-roots masses autonomy.This article illuminates the current situation of fusion innovation between the Dazu county district's administrative examination and approval service and grass-roots party construction with a view to Dazu,using literature and on-the-spot investigation research method,achieved the results,analyzed the problems,and finally put forward my countermeasures and suggestions.In this paper,taking the administrative examination and approval service and fusion between grass-roots party construction innovation in Dazu District of Chongqing as a background,divided into four parts:Introductory chapter(Chapter 1): The main task is to explain the research background,research status of domestic and foreign literature review and give brief comments to find weak points and future research trends.Analyze the Important and difficult point,predict innovation point,and finally,design research methods and technical route.Theoretical Chapter(Chapter 2): The main task is to propose and define the research questions,explain the core concepts,find the administrative approval service at the primary level of interactive relationship related theory,expounds the relationship between each other and fit analysis,and provide a theoretical basis for the study.Empirical Chapter(chapter 3 and4): The main task is to investigate and to summarize the present situation and problems of integration for Dazu county area of Administrative Approval service and grass-roots party construction,to analyze relative data,puts forward the administrative examination and approval service and Party Construction "triple factory”: at the primary level mechanisms,find out problems existing in the integration innovation.Policy Chapter(Chapters 5): The main task is to find a new mechanism at the primary level—administrative examination and approval service and party construction "triple factory",Dazu county area "triple lianjian" service the masses at the primary level of promoting measures,to promote the integration innovation between the two.
