As the main successor of the Soviet Union,Russia retained most part of political,economic and military heritage after 1991 when the Soviet Union separated into 15 sovereign states.Until now Russia is an important player in international relations.The national conflicts among Union Republics was covered up by the highly centralized administrative system of the Soviet Union.However,when the Soviet Union no longer exists,these domestic conflicts rapidly evolved into boundary delimitation problems among sovereign states,posing a severe threat to the post-socialism area.The most typical and active territorial dispute should be in the Transcaucasia which includes Nagorno-Karabakh,South Ossetia and Abkhazia.Conflict in Transcaucasia has a spillover effect which triggers the problems outside the area.For example,the long-term confrontation between Azerbaijan and Armenia and the conflict between Georgia and Russia leads to interference by many outside powers,thus making Transcaucasia the arena for many concerning countries.Although Russia is much weaker than its predecessor,its still a most powerful and influential actor for the countries in the post-socialism zone.It is obvious that the problems in the former Soviet Union area shall lead to nowhere without participation of Russia,and Transcaucasia is not an exception.Russia has made constant effort to mediate the conflict in Transcaucasia,and it is playing a hard game with different powers which includes the United States,EU,NATO.As a result,the mediation progress reflects the diplomatic history of Russia.After independence,Russia has been experiencing a painful and unfinished transformation accompanied by the adjustment of domestic politics.Confronting the complicated situation both domestically and internationally,it is the two-level game that Russia is playing.This thesis analyzes the diplomatic policy making of Russia in Transcaucasia mediation progress from the angel of two-level game.By doing so,this thesis can roughly outlined the framework of Russia's diplomatic change in the last 25 years,and has a deeper understanding of the behavior logic of Russia's interference in international affairs.
