Research On The Countermeasures Of Local Governments In The Transformation And Upgrading Of Industrial Clusters

In recent years,the booming industrial clusters across the country have been the important support for the development of local real economy.In the process of making industrial policy to support local industrial cluster,local government is facing restrictive industrial policies made by central government,a choice in response to the big environmental pressure and overcapacity of the traditional industries,as well as facing the practical problems of local economic development and employment demand.It puts forward higher requirements on the formulation of public policy.This paper apply the related theory of industrial clusters and public management to deeply analyze the development course and current situation as well as the industrial policy it taking in Dongying city's chemical industry cluster,finding the prominent question in industry layout,environmental capacity and innovation drive of the development of cluster.This article sums up three principles of promoting industrial cluster development which should be obeyed by the local governments.At last,this article points out suggestions of specific operational public policy-making of promoting more reasonable policy supply,enlarging the public goods and services,optimizing the industrial development environment.Petrochemical industry is down to earth the traditional industry,which is largely influenced by national macroeconomic regulation and control policy.Among them,the smelting capacity ranked first in the country,accounting for 20% of the country.It is an urgent task to carry on the transformation and upgrading of this industrial cluster.Therefore,it has strong realistic significance to study the petrochemical industry cluster and application of public policies of Dongying city,and then propose exercisable policy-making suggestion to propel the transformation and upgrading of chemical industry cluster.Meanwhile,it gives the beneficial enlightenment to how to accelerate the development of other traditional industrial cluster for the local government.
