| Tourism festival event is one special tourism product.More and more high-level,large-scale,and wide-influnce tourism events which dominated by the government,have been one important representation of the upgrading tourism industry since twenty-first Century in China.There are sufficient necessities for the government to play a leading role in the major tourism festival event.However,there should be common principle to abide by as well,otherwise which would go by contraries.In view of this,this thesis takes "2015 session of the four Congress of leisure sports" hosted by Laixi Municipal Government of Qingdao for example,to study the roles and functions of the government in the development of tourism festival event.The thesis firstly analyzes the general function of the government in the development of tourism and the specific requests for the tourism festival event development of the government.on this basis,it elaborates the performance and contents of the government's function during the process of 2015 World Leisure in the key links of the hosting,organizing and subsequent development and utilization,among which the comprehensive evaluation of tourism festival event and the subsequent development of the resources related to it are emphasized.Finally the thesis carries out abstract conclusion and analysis of the function of the government in the development of tourism festival event,which achieves theoretical value of the case study.The main conclusions of this thesis are: the development of major tourism festivals,carries on the government's subjective intention to promote the local economy,especially tourism economic development,which results that government mainly plays role in the co-ordination of resources,scientific planning,key breakthrough,foundation improvement,marketing strengthening and coordinated development.Factors which affect the functions of the government most are organization status,human capital,market level and stability of industrial policy. |
