The administration service center is a product accompanied by a comprehensive deepening reform of the administrative systemand the examination and approval system,which satisfied the social demand of improving administrative efficiency and building a service-oriented government.As a raregovernment service organization which reform and innovation from the bottom-up,local administrative service centers has achieved positive results in the transformation of government functions in recent years.At the same time,the performance appraisal and the third party evaluation of the administration service center has become a hot topic,as a part of institutional performance evaluation.Meanwhile,the evaluation of the staff in administration service center should also be stressed.Especially under the condition ofthe complex composition of the staff,the sturdy of evaluation index become more and more important.The article focuses on the government administration service center,choose the Guizhou provincial government administrationservice center as the research focus,for the performance appraisal of its own staff in the service window,carried outthe follow five parts of the study:The first part is to explain the background and significance of research on Government Affairs Service Center,with a brief analysis on the domestic and foreign affairs service center and the performance evaluation of its internal staff.A conclusion is drawn thatthe research on the administrative service center in China is increasing and the research content appeared a diverse and in-depth trend,but a relatively small number of the domestic researchers and their sturdyfocus onthe performance appraisal of those staff in the service window of administrative service center.The second part mainly introduces the related concepts of the government administration service center and its personnelperformance evaluation,and elaborate it from four theoretical support: the new public service theory,service-oriented government theory,the Balanced Scorecard theory and key performance indicators of four theoretical support are discussed.The third part is the empirical analysis of the current situation of Guizhou provincial government administration service center on the performance appraisal of the staff in the service window and the personnel performance appraisal index system.First,briefly describes the organizational structure,organizational functions,personnel structure and the performance appraisal of the staff in the service window of Guizhou provincial government administration service center.Secondly,explain the design of the personnel performance appraisal index system,the system structure and the specific connotation in index of Guizhou provincial government administration service center.Then,empirical researches on the personnel performance appraisal index system of the staff in the service window of Guizhou provincial government administration service centerthrough questionnaires and interviews,and analyzes the reliability test and questionnaire data.In the fourth part,combined with the basic empirical analysis above,to find out existing problemsof Guizhou provincial government administration service center such as the personnel performance appraisal index selection tool is lack of a certain scientific ideals,the set of appraisal index and its weights is debatableetc…Then comes out the reason of those problems above is thatthe design process of appraisal index is not scientific,theoperation of evaluation is influenced by subjective and objective factors,lack of incentive measures and excessive pursuit of fairness and so on,thus lay a foundation of the subsequent improvement of appraisal index and theguarantees of its operation.The fifth part is based on the causes ofthose above problems,firstly,proposed the evaluation dimension of the performance appraisal of the staff in the service window of Guizhou provincial government administration service centeraccording to the idea of the Balanced Scorecard;Secondly,use key performance indicators theory to decompose the work target and work function of the staff in the service window of Guizhou provincial government administration service center layer upon layer,and proposes the appraisal index system.Thirdly,distributethe weight of each dimension of the appraisal index by using AHP(analytic hierarchy process),and determine the proportion order of the evaluation results;Finally,proposed suggestions about the operation ofguaranteescombined with the implementation of the appraisal index.
