Research On Government Responsibility In The Development Of Urban Public Bicycles

The development of economy and society has increased the demand for public goods,and the style of public goods is changing as the environment changes.As a new public goods in recent years,the public bicycle has faced many problems in the convenience of people's life.This paper is to analyze the problem of public bicycle project as public goods.Firstly,this paper analyzes the essence and government responsibility of public bicycle from the perspective of public goods theory and government responsibility theory.Secondly,the article from the development plan,the operation mode of public bicycle development present situation has carried on the analysis,from infrastructure,regulatory system,planning and service function and so on analyses the existing problems,and from the value orientation,legal system,decision-making mechanism,and four aspects analyzes the reasons to fulfill obligations;Finally,the countermeasures to improve the government responsibility in public bicycles are analyzed from five aspects: development orientation,legal level,development mechanism,accountability system and propaganda method.Public bicycles and other public goods directly affect People's Daily life,in daily supply of public goods,should not simply to create new ways of public goods supply,also should be to implement the government responsibility,perfect the public goods supply system.
