The County-level Discipline Inspection And Supervision Organs Perform Research On The Discipline Function

The discipline inspection organs in basic units are the executors of the party and the national anti-corruption policy,the basic strengths of the fight against corruption,and are charged with the heavy tasks of anti-corruption.The discipline inspection organ in county,the most closely linked with the masses in basic level,is a key connecting link of the discipline inspection and supervision work.Therefore,disciplinary review of the discipline inspection organs in basic units is directly related to the effect of grassroots anti-corruption,the development of building a fine Party culture and keeping its organizations clean,and the position of the party and the government in the eyes of the masses.After the opening of the 18th CPC National Congress,with the introduction of a series of anti-corruption new ideas and new measures by the central government and new changes in the social environment,the discipline inspection organ in basic level faced with many new situations and new tasks when performing disciplinary review or investigating cases.The discipline inspection organs in county occupying the basic position of discipline inspection and supervision system must keep up with the changing situation and find their own position in function to enhance the efficiency of handling discipline.In the process of carrying out the work of investigating,the problems and gaps(such as:personnel quality is not high,it is difficult to investigate and collect evidence,handling conditions are relatively backward,organization and coordination capacity is limited,etc.)of the discipline inspection organs in county became more obvious,how to effectively solve the current problems in the discipline inspection work has become an important issue.This paper adopted the methods of literature analysis,comparative analysis and case analysis,on the basis of reviewing the development process of the discipline inspection and supervision system in China,this paper tried to start from the top-level design of discipline inspection and supervision system reform after the 18th CPC National Congress,absorbed and profited dialectically from the domestic and international practice and exploration,analyzed the current problems and difficulties in handling discipline of the discipline inspection organ in county,put forward countermeasures and measures to solve the problems,to promote the scientific development of discipline inspection and supervision work in basic level.Taking the discipline inspection and supervision organs of G County in Shandong Province as an example,the author analyzed the factors influencing the efficiency of handling cases of the discipline inspection organ from the organization,management and supervision,working mechanism and hardware equipment,etc.In order to enhance the effectiveness,this paper put forward some countermeasures and suggestions from strengthening the discipline inspection and supervision team construction,the reform of system and mechanism,strengthening supervision and discipline,improving the hardware conditions and increasing the openness of government affairs,in addition,these measures could improve the effectiveness and deterrence of the discipline inspection organs in county.
