Research On The Construction Of Township People's Congresses From The Perspective Of Modernization Of State Governance

To advance modernization in the national governance system and governance capability,and integrate the national governance with the modernization of national governance were proposed in the third Plenary Session of the 18 th CPC Central Committee.Then this proposal caused widespread concern and research upsurge in the academia.The issue of "the modernization of national governance" has became a popular discourse now in the field of public administration.The author believes that the connotation of national governance cover and contain everything,promote the modernization of national governance is even a complex system engineering.This paper attempts to start from the governance theories,elaborates the connotation of national governance,and then analyzes the five measures of modernization of national governance: Institutionalization,Legalization,Democratization,Efficiency,Harmonization.The system of People's Congresses is a representative democratic system with Chinese characteristics,which plays a leading role in the process of the modernization of state governance.The Township People's Congress is a local organ of national power.The work of the Township People's Congress is closely related to the consolidation of the party's ruling foundation,the realization of grassroots democracy and the superiority of democracy at the grass-roots level.This paper starts with some generalities the governance of the country and Township People's Congress by the method of summarizes the inductive,focuses on the basic theories.Including the theories of public governance and state governance,the connotation and standards of the modernization of national governance.Under this theoretical framework,starts with institutionalization,legalization,democratization,efficiency,harmonization etc.to analyze the leading role of the NPC system in promoting the modernization of national governance.From the perspective of the modernization of the national theory,uses the five standards of modernization to put forward for the construction of the Township People's Congress.Secondly,with questionnaires and interviews,we investigated the basic situation of the Township People's Congress in Kunming,and analyzed the existing problems.On this basis,we analyzed the causes of the problems in the construction of the Township People's congresses in Kunming from the standard of modern state governance.Thirdly,it discusses the advanced practice of the Township People's Congress in other areas by comparative method,and summarizes the experience and enlightenment from them.Finally,in the perspective of the modernization of national governance to strengthen the construction of the Township People's Congress put forward countermeasures.It contains that of national governance in the level of the system: the Township People's Congress to perform their duties to realize the standardization,legalization,democratization,coordination and efficiency;in level of the ability of national governance: the Township People's Congress to perform their duties to achieve cooperation,the smooth of the running of power,the optimization of the structure of the organization.The possible innovation of this article: integrating the theories of the modernization of national governance in the macro level with the organization of the people's Congress in the township level,and trying to analyze and guide the micro governance theory and governance unit with macroscopic national governance,to promote the modernization of national governance closer to the grassroots and reality,then highlight the great superiority of the national governance theories in grassroots practice.
