Research On The Reform Of The Administrative Examination And Approval System Of The Yinzhou District Government

Administrative examination and approval is an important way to manage economy,society and culture for government,it plays an irreplaceable role in the economic and social development,especially in the configuration of some shortage resources.However,with the development of China's socialist market economy,the disadvantages of the existing administrative examination and approval system are becoming more and more prominent,we urgently need innovate.In recent years,Yanzhou district make a positive attempt and exploration in reformation of administrative examination and approval,and important progress has been made including reducing approval matters,cutting approval time limit.But due to the reasons of system,mechanism and ideology,there are still some problems and deficiencies in the reformation of Yanzhou district's administrative examination and approval system.This paper will give some suggestions about the improvement of Yanzhou district's administrative examination and approval by analyzing of these problems and causes,drawing lessons from foreign advanced experience and combining with domestic advanced region's innovation.There are five parts in the paper:The first part of the paper introduces the research background and significance of the paper,analyzes the current research on this subject and introduce the research methods of the paper.The second part of the paper interprets the concepts of administrative examination and approval,elaborate the basic theory such as regulation theory,market failure theory,service-oriented government theory and coordinating management theory.The third part of the paper analyzes the problems and causes about the reformation of the administrative examination and approval by elaborating the basic situation,practice and effect of the reformation of the current administrative examination and approval in Yanzhou district.The fourth part of the paper expounds the exploration and innovation of some Foreign and domestic in the reformation and practice of administrative examination and approval,and analyze the experience that can be used for reference.The fifth part of the paper puts forward new path of reformation about Yanzhou district's administrative examination and approval in five parts:transforming government administration,strengthening the construction of software and hardware facilities for administrative examination and approval,centralizing the examination and approval authority,promoting reformation of intermediary institutions and strengthening follow-up supervision of administrative examination and approval.The last part of the paper is conclusion.
