The Human Resource Management theory has been widely applied into the regular management activities of companies.Due to the rapid development of the theory,it has been appealed the attention of the public organizations.Though it is the same base in theory,the public sector Human Resource Management could be more important and special.Because the public sectors take on the civil responsibilities.As the members of the public sectors,the civil servants play the important role in their regular work and behaviors.They must be highly educated and smart enough to deal with the civil currents.It means a lot to the fame of the state and its government.So this paper wants to find out the proper ways to improve the abilities and competencies of the civil servants.In recent years,our government has focus on the continuing education of the civil servants.It has been published in the latest thesis on the government file<Regulations of the People's Republic of China on the Training and Training of Civil Servants>.It has said:We will educate the civil servants for the different classes and cretiries.A variety of the new ideas and ways are needed.A set of laws must be done in order to make sure the right attitude on learningThe real effect is needed.We need to put the limit resource in the right place for the right people.In a word,this paper want to find out the optimization on training of the civil servants.Different from the traditional ways of training,there are varieties of problems.Many trainees will be impatient and bored for attending the useless classes.So the author want to apply the learning organization theory in to the civil servants training.First,they must agree with the group goal.Second,learn to look at the whole view.Third,they must learn to change the opinions on the usual thing,and put the group goal as the fits important and do their best go make it come true.And then learn by themselves to improve the personal competency.The last but the most important one is learning in team,it will make the miracle.Part ?,the author try to make sure the theories and the historical researches home and abroad.They are the fundamental work of the whole paper.Part ?,in order to make the precise description in the paper,some important concepts and theories are listed first.And then a model has been made for describing the possibilities to apply the theory into the real training.Part ? and IV are made to analysis the currency of civil servants' training in our own country and other countries or areas with the excellent experiences in civil servants'training applications.At the same time,the author wants to make up some proper ideas on the ways on improving the civil servants' training work.Part ? is the key part of the thesis.The author had arranged the "Five Disciplines"in a new order so that it can be helpful with the training for the civil servants.The author had also made the literary model to describe it more clearly.
