Recently,with the deepening of the health reform in our country,the pace of medical institutions marketization has been accelerated.At the same time,the masses know more about self-interest protection,the corresponding institutions,however,were lagged.As a result,doctor-patient disputes become a sharp social problem increasingly.It has been caused a very bad social influence since the patients' relatives destroyed the machine in the hospital and disturbed the order of medical,moreover,they hurt doctor seriously,even there were appeared a job called “professional hospital violator”.One case influenced whole operation of hospital,not only consumed public resources,but also led to social crisis.That's made the governance of doctor-patients disputes urgently.In the course of the governance of doctor-patient disputes,direct negotiation between doctors and patients often lead to the failure because of the unclear responsibility,mutual distrust and the severe emotional fluctuation of patients.This requires a third-party intervention.A single third-party intervention usually has certain disadvantages.For example,first,the lack of credibility,because government departments and hospital have parent-child relationships.Second,the funds source of social organization is not stable.Last,commercial organizations have a natural characteristic,that is,pursued profits.Therefore,a single third-party intervention cannot solve the problem of doctor-patient disputes.This requires multiple parties participate and form a multiple-subject cooperative governance mechanism.In the process of crisis management,the government cannot solve the social crisis alone,and it is also necessary for other subjects to participate in the crisis management.And the government has been emerged from the dominant role in the past,it has become the rule setters and resource integrator.These subjects mainly included responsibility driven government departments,social organizations which based on self-service demand,citizens which aimed at reducing losses,and profit-driven market organizations.The second part is the analysis of the collaborative process.This paper mainly analyzes the countermeasures taken by the parties in the five situations,and summarizes the general collaborative process of the parties in the crisis management mechanism.The third is the analysis of the motivation of crisis management mechanism.These divided into external motivation and internal motivation,while internal motivation mainly includes three aspects: effective participation,cooperative ability and ideological consensus.The multiple subjects participation crisis management mechanism is an effective attempt to solve social crisis in new era.This attempt proved that the government didn't have to resolve conflict face to face or dispose the power to society.Instead,adopted the way called buy services to set up a platform which involved in government,social organizations,enterprises and civics.It may give full play to the unique advantages of different subjects,thus promote the solution of solve social crisis effectively.
