Research On The Political Embedding Model In Community Autonomy

Since the reform and opening up,with the gradual disintegration and weakening of the system of units,the residents have become increasingly dependent on the community and the importance of the community has become increasingly prominent.Here,how the government's administration and residents' self-governance are well connected has become a "hurdle" that plagued community governance.At the same time,the grass-roots party organizations have distinct social functions and must give full play to the functions and roles of serving the masses and thus gain the support and approval of the masses.Another important issue is how to settle the conflict between the community demand and the separate and short supply of resources.Integrating the resources dispersing in the "Danwei" and tap the full potential of the unused resources is the only access to community construction.However,the integration of the resources can not be completed as a result of the administrational order as it used to be,instead,it should be the necessary consequence of the round-table talks,which makes all sides realize the advantages of sharing resources.However,currently,the "Danwei" usually hold a strong feeling of outliers and have weak awareness of their status as a participant.Thus,the formation of the network will not be practical without the intervention of the government,which can bridge the two sides,eliminate their disputes and promote their agreement and cooperation.This is based on the actual,Shanghai City,Xuhui District ChangQiao Street Party committee in-depth research,bold innovation,the courage to practice,the design and implementation of the system of Part-time party committee member of the party organization neighborhood streets.The political embedded community autonomy extracted from this paper is a solution to the contradiction of resources within communities,and it helps to solve the contradiction between separation of communities and disharmony between Party and government division of labor.It is administrative cooperation,interest cooperation and political cooperation.
