The party organization is the concrete organizer,the promoter and the implementer of the construction of the new socialist countryside.It is the foundation of the country's work and fighting in the countryside.After 30 years of reform and development,rural grassroots party organizations have become an important basis for the development of rural economic and social development.With the rapid development of China's economy,has become the world's second largest economic complex,accompanied by people's sense of rule of law,efficiency awareness,service awareness continues to increase,the construction of rural grassroots party organizations more and more demanding.Since the18 th National Congress of the Communist Party of China(CPC),the party building with a high degree of rural grassroots party organizations centered on General Secretary Xi Jinping has repeatedly proposed to vigorously strengthen the construction of service-oriented party organizations and consolidate the party's ruling foundation in rural areas.It can be said that the grassroots party organizations with farmers the most closely,but also the most understanding of the demands of the masses.Only by building up the rural grassroots party organizations and consolidating them can we improve the party's cohesion in the countryside and promote the harmony and stability of the rural society,and realize the Chinese dream of the great rejuvenation of the Chinese nation better and faster.This paper analyzes the theoretical basis of the grassroots party organizations in rural areas through literature analysis,and analyzes the connotation and relationship between service-oriented government and service-oriented party organizations and the significance of building service-oriented party organizations.Secondly,based on 1109 villages and more than 20 typical villages,this paper analyzes the basic situation and existing problems of the construction of the grassroots service organizations in Jimo rural areas.Thirdly,this paper analyzes the causes of the problems in the construction of rural grassroots service-oriented party organizations through a large number of data analysis and case comparison,focusing on the organization and leadership of the grassroots partycommittees,the construction of rural party members and cadres,and the service guarantee mechanism Make an analysis.Finally,the paper puts forward the countermeasures of strengthening the construction of rural grassroots service party organizations under the new times: strengthening the construction of the service-oriented cadres with the secretary of the village party branch as the core;building up the grassroots party members and raising the service consciousness;To implement the "sunshine village affairs" as the core of the village-level democratic system,improve the service system;substantial increase in transfer payments to improve grass-roots service-oriented party organizations to protect the level;adhere to the "secretary grasp,grasp the secretary",the implementation of grass-roots service responsibility system.
