Intelligence is of great significance to decision-making,and the formulation of decisions requires a great deal of information from the intelligence community.The accuracy and timeliness of information affect the effectiveness of international policy formulation,and the intelligence information especially supports the development of a country's foreign policy.As a major country in the world,the United States plays an extremely important role in international affairs,and its foreign policy and world policy are closely linked.The national intelligence strategy was released by the Office of the Director of National Intelligence which guides and coordinates the guidance of the overall operation of the U.S.intelligence community.It is a reflection and the overall arrangements for U.S.intelligence on the basis of American foreign policy.And it is also an action plan for America's intelligence services for foreign policy decision-making.With the development of science and technology,information has become an important foundation for policy making for every country.The paper contains four chapters trying to explore the relations between the United States intelligence services and foreign policy to clear the significance of information for U.S.foreign policy.In the first chapter,the paper gives an analysis to the relationship between intelligence and foreign policy.The second chapter analyzes the main contents of 2009 and 2014 version of the "National Intelligence Strategy",and compares the two version of the "NIS".The third and four chapter explain President Obama's foreign policy in his two term.The paper tries to give us insight to the complex process of American foreign policy by exploring the National Intelligence Strategy.
